Item drop suggestion for Crystal Tower

Rather than having 1/2 (from my experience) of the drops that a party gets in the Crystal Tower fall to the ground because everyone passes, could they drop at random to a person in the party if all eight party members pass while not counting toward their one item per week? This would keep the system still rather restrictive, but it would not be completely wasting a significant percentage of the possible drops. It would also provide a small incentive to keep doing the content after receiving your one piece each week.
