Fortunately, as a caster, you can now access blizzard2 at THM12. Unfortunately, this does not confer the Umbral Ice buff unless you are a THM or BLM.

It is really much more useful in FATEs and isn't too much of a detour, especially since you'll want to level THM for swiftcast anyway.
