You can do this on PC
no I have something similar myself actually. Though I just have 1 bar at the bottom. You can hide slots on the bars when they aren't in use. When you do the only ones you see are the ones with icons in them so he could have multiple horizontal bars with that settings to hide the ones without icons. You can also turn on vertical hot bars so he could also just have 2 vertical ones up there. But yeah it can be done.
Of course they are 18 officer, I mean come on, 9 and 9 clearly make 18

lmao well aint that the truth. You know, just yesterday i was trying to play dragoon without macros. because lets be real, even the best of macros hinders the user. And let me tell you, dragoon is one of, if not the single, hardest classes to play (to its full potential). The complete rotation uses 17 skills i think. and that does not count those "oh $$$$" defensive skills
Character config and hotbar settings. I'll assume its a computer only thing but yeah everything you can do should be right there. The way I have it set is I have the crossbar and under it I have the first hotbar (which for the most part is pretty much full) I have the keyboard set up to NOT start chatting when i start typing and I've learned to quickly move my hand to tap a number when I need it (which is for skills I don't use as often as skills on my crossbar itself)

I just use 2 Hotbars to fit all my skills on. Pointless to only stick to 1.
If you set your bar up correctly, it's fairly easy to do. For a normal rotation, With the new LT+RT to access an additional bar, I never have to switch crossbars and all my weaponskills are on ABXY buttons and buffs on D-pad. I think monk is a lot more complicated if you are doing the truly full potential rotation, but it can be as simple as semi-alternating (use the same combo twice in a row) between two different 3 step combos and still get 270 dps with a gear score of 70 (for my personal monk gear).lmao well aint that the truth. I just tried this crossbar setup and if you don't like to do any button spamming, it would work wonderfully. The only problem is that if you hit a weaponskill and it doesn't go off, you will still switch to the next bar. I'm sure that is what the 1 2 3 macros are for, but that would still slow you down. Memorizing patterns is quicker, in my opinion, rather than having automatic bar swapping.

You can set it via hotbar settings. Then move its location freely via ui management. This is mine.
