Are you using the joypad hotbar controls?

It's possible you could have the option ticked, where the hotbar automatically switches to the specified one when the weapon is drawn/sheathed.

I have only crossbar 1 & 2 available when weapon is drawn. Before 2.1 if I was on hotbar 2 and initiated combat, it would stay on hotbar 2. Now it immediately switches to hotbar 1.
