It's fixed in certain instances, I think. Sometimes I still see it happening, like when DPS get targeted by last boss of Copperbell HM. Wouldn't say it's fixed but it seems to have improved in some places.

Patch notes state that the position update frequency interval was only reduced for the trials (primal fights) and PVP and that they would be monitoring its effect on server performance before expanding it to other instance types.
It has improved a great deal for me. I've had no issues dodging anything whatsoever in the past day or so. Anything I haven't has been my fault. Before the patch I didn't have much of an issue but on fights like Titan HM with a lot of visuals causing lowered frame rates going on it was hit or miss sometimes. As of now it's working like it should all around for me. If I'm out, I'm out. If I'm not then I'm not. There have been occasional lag spikes but that's nothing unusual.
