Can't Complete Quests

Any and all quests cannot be turned in for completion. I have tried the new quests for Garuda EM as well as the level 35 quest for Minor as well as the new story mode level 50 quest. None of them will let me complete. The complete button is grayed out and will not let me select it. What is the issue with this? If anyone can help me thank you so much.
