Not getting relic quest drops for Bard

I have beaten Garuda twice tonight and both times my quest did not advance/no howling gale drop.

Just to make sure:

Is your inventory full? (I had this issue with the lightning quest)

Did you fight her as Bard?

Yes, this is happening to me as well. Nothing was full (and why should it be, it goes into the quest drops bag, not inventory? irrelevant) I submitted a ticket both on the website and in-game, no response. It's clearly bugged for Bard. I've seen quite a few threads and people at all points in the relic questline are not completing.
