Nah man. You need to be using Fire III > Fire (w/ Fire III procs) > Blizzard III as your Single Target Rotation. OP was wrong in saying it's 180 DPS because it's clearly not 180 DPS. He just didn't use the procs for some reason (40% chance on a proc) so it seems low. Weird that spamming Blizzard III is only 20 DPS less than spamming Fire with no Firestarter Procs.

Edit For anything less than 44 I would use Fire to low MP> Transpose > Blizzard and repeat. Thats the best way to go about this.
