Bard Relic Quest Disappeared

I unlocked the fight against Hydra pre-update. I was unable to get a group together but I was able to talk to the NPC outside of Halatali that initiates the Hydra fight. At this point in time everything seemed fine and I logged out. After the update is installed, the usual gold quest icon turned red. Tried talking to the npc to initiate the quest. Said I was missing criteria. I Had the Unfinished Artemis Bow equipped and the Bard stone so I wasn't missing anything. Got a group together anyways. I was able to be brought into the fight and we eventually beat Hydra but the quest didn't update and it was lost from my journal. Also unable to restart the relic quest line. Now my bard is useless for all level 50 content. It's also my only character that is level 50.

Steps:
1. After the update on December 16th, Relic Reborn (Artemis Bow) could not be completed.
2. Stated Missing Criteria but didn't list any missing components
3. Got dragged into the fight against hydra as I couldn't initiate it.
4. Beat hydra, was not rewarded for doing so
5. Dropped the quest to try and restart
6. Quest is gone
