Enmity was broken before. It's actually functional now.

As for why WAR seems to have gotten a bigger enmity boost than PLD (both got it), WAR now has 3 rotations and PLD still only has 1. Seems pretty obvious to me why WAR got a bigger boost, you'll be doing BB -> SP -> SE now and so you have to be able to hold the aggro for 2 full rotations until you get back around to BB.
