Perhaps people have different views on what the commendation means? I don't think you should be inclined to commend one person from every run you go on. It's more for when someone does something that you feels stands out, is commendable. Just getting put together and finishing a dungeon doesn't stand out as something worth special notice.

Now the OP has a real concern, in that once people leave the instance you can't commend them in the case they did do something that stood out. That's something that should be remedied.
You wouldn't vote for someone for simply reminding people about the system, and asking for your vote if you thought they did a great job (as intended)? Wow.
