Have you tried telling everyone at the beginning of the dungeon about not forgetting to vote before they leave?
So far I only DFed for wolves then and yeah was kinda sad when I wanted to vote and everybody had left alreadyAlso took me a while to see the popup on the side cause not used to it.
Sounds like it's time for a Macro:
"Hi guys, I'll be your tank for this run. If you like how I do my job, I would greatly appreciate a commendation at the end as they are important to me. In turn, I will do the same for any of you that perform well! Thanks!"

If someone did that at the start of an instance, I wouldn't vote for them regardless of their performance.
Perhaps people have different views on what the commendation means? I don't think you should be inclined to commend one person from every run you go on. It's more for when someone does something that you feels stands out, is commendable. Just getting put together and finishing a dungeon doesn't stand out as something worth special notice.
Now the OP has a real concern, in that once people leave the instance you can't commend them in the case they did do something that stood out. That's something that should be remedied.
Ehh, it's not really being an "arse'ole." I've never given people begging for money in these games any money, why would I give a commendation to someone begging for that? If someone really wants those commendations, then they should do something word being commended for (maybe friendly personality, maybe someone who is obviously well skilled and keeping the group moving, someone who takes the time to explain new things, etc.). Just being there and doing your job isn't commendable; you get rewarded for that already via tomes/exp/loot.

Well, that may be you, but as long as commendations are currency, I'll whore my self for them. You may not give them, but if someone told me that they were important to them and didn't waste my time in the Duty I would be more than happy to oblige them.
I realize that you only get one vote, but I'll take every vote I can get since I tend to whore myself in Dungeon Finder as opposed to pre-mades.
