Cannot turn in A Relic Reborn quest item during the last stage of the quest

I did everything up to the Chimera part of the quest... Defeated Chimera twice as a Bard, no credit. Someone else had to flag the fight in my party. Every time I went to try and start the fight I got a message that said "You cannot complete this quest until the following objectives are met" and it wouldn't say anything else in the message... I went back to the blacksmith NPC, didn't get anything so after 2 days of trying everything and asking around I decided to start the quest over. I abandoned the quest to start from the beginning... The quest dissapeared. The NPC that you get the quest from will not even give it to me. All of this happened after the 2.1 Patch

Please fix this so I can get my relic bow.

1. (After patch 2.1) Could not fight Chimera unless other party member flagged quest
2. Spoke to NPC - Negative results
3. Defeated Chimera w/ party twice. Salts were not obtained
4. Abandoned quest to restart
5. NPC at Vesper Bay will not show quest - Dissapeared
6. Emailed Square Enix in reguards to bug

Same thing happened to me yesterday. First time it happened, around ~11:00am EST, I reconnected to see if I'd be given credit but I wasn't. So I tried it again around 5:00pm - same thing happened, no green check mark on my quest. Some party members suggested that I go to Gerolt and try turning in the quest. When I did that, same thing happened - It just said "You cannot complete this quest until the following objectives are met" and it would not show what objective it is referring to. I did what pretty much the thread started did till step 6.
