Cannot turn in A Relic Reborn quest item during the last stage of the quest

I made a separate thread since my progress wasn't technically LOST on the quest chain, it's a little bit of a different issue.
I am on the final stage of my relic quest, as I was before Patch 2.1.
I updated my game client and logged in today to turn in the Radz-at-Han Quenching Oil with Gerolt (the questgiver,) but he has a red icon above his head, and I am given the message "You cannot complete this quest until the following objectives are met" followed by a blank line.
I have the correct class active, and in my quest log for A Relic Reborn it shows under Objectives "Deliver a bottle of Radz-at-Han quenching oil to Gerolt: 1/1" so I know I have the right item and I know it's in my inventory. It also appears with the green checkmark icon in my quest log, which usually means it's complete and ready to turn in. It simply won't let me turn it in to Gerolt.

If I remove the oil from my inventory by leaving it with my retainer and try talking to Gerolt thereafter, I get the full dialogue from him about needing the oil and the message describing how/where to get it. But when I put it back in my inventory, I am stuck with the same problem described above.
I've also tried re-logging, restarting my game client, and switching classes. Nothing has helped.
