New content is new things in the game that weren't there before. Pvp, dungeons, primals, housing, quests, equips, etc etc. It wasn't there before, not it will be. Bam. New content.

Hildibrand isn't repackaged from 1.0. It is an extention of the 1.0 questline. You also forgot PVP and quite a few new story line missions.
anything that's been added that wasn't in game at launch should be well "new" I'd think no?
Final Fantasy: A Realm Reborn is a great game and isn't failing, however the Company Square-Enix IS in fact failing "Final Fantasy: A Realm Reborn" with it's lack of service and utter moronic restrictions and actions.
So you consider PvP small? Just because you might not like it does not mean that alone is not a large content update.
As far as I'm concerned PvP is non-content until it stops being built around denial.
