I'm saying they didn't ACTUALLY post it at 11:59, they edited it to make it say that. I've seen it before with the "Regarding character creation restrictions" notification, they didn't bother updating it until 8:15 (this was back when I was hawking it to get friends on my server) and set the post time to 8:00
