Commendations?

If two people are grouped together and queue for a dungeon, they can't commend anyone. Commendations are only provided for people to give if they queued solo. It prevents 2 people from grouping and just commending each other.

Which is understandable but they should be still able to commend anyone else OUTSIDE of the premade group otherwise system put in the "dissadvantage" those being paired with partially pre-made parties. On other hand though, if that would be allowed it would actually increase their chance to recieve the commendation comparing to full party of "single" players so it's somehow hard to say which one is better / worse.
