They're bumping up dungeon xp by a lot and adding the duty roulette so that it'll be a helluva lot easier to find groups for low level dungeons so I'm pretty sure that dungeon grinding is going to become the new standard leveling methodology. I'll agree that FATEs being the most efficient leveling path let a *lot* of players get to 50 without knowing even the slightest things about their jobs (I've run with BRDs that had no clue that they were supposed to be using their DoTs, nor that they even *had* them; I've run with BLMs that only knew how to spam Blizz I and Blizz II; I've run with WARs that never gained a single stack of Wrath because they had no clue how to use combos) but at least they're doing something to address it.

My guess is that they originally intended the "price" of FATEs to be the lack of gear (since everything *else* you could do to level provides gear) so that you'd be forced to go do other stuff in order to shore up your stats, but the massive FATE groups meant that terrible gear could easily overwhelmed by sheer numbers.
