It's actually really good, better than Holy Shield Zenith I think, perhaps even Allagan Round Shield. I'm glad there is finally a shield that doesn't have the same Block Rate and Strength, we need more small shields and tower shields.

This might be the Extreme Primal weapon (where you get Break Blade + this)

If so, this will be my first. I don't even want the sword, just the shield.
