The differences are cosmetic, even in tanking.

If you fully fit a tank to i90 they might not have the cosmetic tank of a Vit based 70 but if you observe the damage they take the i90 will take much less damage. This was supposed to be the balance between Marauder and Pali. A Parry Marauder/ Warrior in 90 won't get the dps. It doesn't work in HM modes because those boss fights are 110 and even an i90 fit can't mitigate with parry when the boss is 20 levels above him. It's still a matter of creating BiS level gear based characters.
