DoT's tick every 3 seconds, that is to say its never a wast to reapply a DoT(outside losing DPS from a viable move of course), Though your rotation should attempt to stretch it as far as possible, the end goal is to never drop your DoT's and reapply them before they expire.

That is absolutely 100% false. It is always a waste to re-apply any DoTs before they expire. If you clip your DoT then you just negated the entire point of having used the GCD (to apply it in the first place) for the DoT instead of having used it for a direct damage ability.
