Problem with blisting is I'm 3/4 full and then what? I go through to see if any names have been (deleted) to remove them but the names that remain far outnumber the ones that show (deleted).

Just delete names from the top of your blist. They have probably long ago been banned by SE (assuming there is anyone left in the game still reporting rmt barkers, though if they are bots they will of course still be around).
--------------------------------------------------
The generation of random numbers is too important to be left to chance.

Just delete them. (Deleted) means the character has been deleted by creator, or moved servers. It doesn't include banned as near as I have been able to tell. Delete everything a week old, and move on. Most of those in your list are long since banned and just a waste of BL space. I keep hoping SE will add a feature to automatically clear blacklists of banned accounts though...

There are no GM in ffxiv I and several others reported 3 guys on my server that had their character bot for 5 days straight their chocobo ranking and now they show off their chocobo in revenant toll with white mage barding. Reporting is bullshit cause there are no GMs.

What is the actual utility of this from the gil seller perspective, people who block them aren't interested customers anyway.

Well, that's nice and all, but blacklisting =/= reporting.
I blacklist them too to be able to check if they got deleted.
Lately, reported characters who send RMT tells get deleted rather quick. If by SE or by themself, I don't know.
Something I do know, is that bots and hackers don't get penalized at all.
I report every bot or teleport/speed hack character I come across. So far it's about 30 over the past ~10 weeks and none of them are gone.
Regarding the OP post, I came across something similar just recently in Coerthas at the Merchant & Mender in the Observatorium.
Suddenly a character with a strange name like "Ychrsot Grusnat" (just an example) would pop, stand there for about 10-15 seconds and then vanish again.
A few minutes later another character with strange name pops and depops again.
I noticed 4 of them, all lvl50 archers (not bards) with gear around lvl40-45 (all got the same gear), same race, character model and looks.
Checked them on the Lodestone, no mounts, no pets, no other classes, no faction, no free company.
One more thing I noticed is that they were in party as soon as they spawned and at least 2 of them were party leaders.
When they vanished character search couldn't find them anymore.
Reported all of them with a clear description but nothing happened, as usual.

I've had some like that. I figure they're logging off asap, but if I heard correctly and read the notes right, you will now be able to blist directly from the chat log like we've been asking for.Has anyone else seen this recently ? It appears RMT have either found a way to send tells cross world or have some how found a way to shield themselves from blist options. Yesterday I received several RMT tells and immediately following the tell went to blist the character using right click send tell and change from /tell to /blist add "character name" could not have been 30 seconds and I got a message the character could not be found. A few minutes later same character another tell, SE really needs to fix this as I am now resorting to turning tells off almost completely even while playing just to avoid the RMT spam.
You may have forgotten to delete the space after their name after doing the /tell function from chat log.
The cake is a lie.
I made myself a hotkey for blisting. /blist add "<r>"
click, hit enter, done.
