It is a security issue. WoW also does this. If you log in with a computer using an IP address in a city different than your own, you must unlock your account. SE makes this more difficult than WoW, but its essentially the same thing. In most MMOs, having a token attached (Like SE's 'one time password') negates this, but I'm not sure if it works for FFXIV also.
I haven't played WoW for 3 years. Must have changed a lot.
A lot of MMO games just make you enter a secondary password through an on screen keyboard if you log in from a different location.
