I'll try to explain it again...
Housing is going to be a massive boon to the social aspect of being in an FC, IT will make the experience much more personal as you will have your own base, somewhere you can meet and converse "face to face". This isn't something FCs should have to work for months and months for as some kind of trophy, it should be something inherent to the FC experience form the start.
BIS items are entirely different. Right now, it's very easy to obtain the gear required for the hardest content. All it takes is a few weeks or so of tome grind. The very best items aren't required, they're more like trophies (Coil drops).

				The lockouts are a symptom of limited development time, to keep you playing until they can release new content. It is understandable and expected to some extent, though probably better to lock I-95 and give the ability to grind out 80 to 95 at this point.You should never hit a point that you run out of options to gear your character other than wait for lockouts to reset unless you are down to going for the the top end gear.Hello, I'd like to ask one simple question.
When there were some people asking for less lockouts on endgame everyone answered that they shouldn't be equipped in BiS so fast. That they should enjoy the game and wait for their gear etc..
Isn't housing exactly the same? If you don't mind waiting for your BiS a few weeks/months you shouldn't mind waiting for your FC house. ,)
P.S.: Smallest land on legacy server costs 8mil Gil, that means that small FC (lets say 24 people) needs to donate 333K Gil per each member. It isn't that much and if your argument is that no one is going to donate that much maybe you just dont deserve/need the housing. ,)

The difference is the housing is at the lockout only stage from the start and is a grind to unlock rather than just a wait. You have to actively preform a mind numbing task for hours and hours on end to get access while with gear you just wait for lockouts to lift then preform an entertaining activity to get your reward. So it's go do somthing else till monday, VS hit a gathering node or crafting macro while you wonder why you have payed SE to preform a second job for days on end.
Both are bad systems really, and I suspect both are for similar reasons. (Limited development time available and limited memory capacity available)
