CT and Pharos are the only 2 new dungeons, the 2 HM dungeon are not what I'd consider "new", rehashed is more like it.
Daily quests are just that, a few quests, PvP is nice, but 1 arena only, housing in its present form is practically vaporware for the vast majority of people. Treasure hunt I'd toss in the daily quest portion, as you are locked to 1 per 18 hours.
Duty Roulette is no more of a "content" than a new login menu would be, and game balancing is just that, balancing, if that qualifies as new content to you, then I have to say your bar for what qualifies as new content is set very low indeed.
Is it good? yes. Is it sorely needed? hell yes.
Is it staggering? other than the staggeringly terrible housing system, not in my book, not by a long shot.

Still, as you've insisted...
Say what you want, it's still new content. You've not tried it yet, so you don't know how your experience is going to weigh up against what you know. You might find these dugneons to be the most fun you've ever had in game, the feel and changes made to them might surprise you and make you consider them more than worthy of the "new content" moniker.
Regardless, if we're going to be pedantic about it they're new content no matter how you spin it.

It is also very likely the foundation for future expansions.

I think the vast majority of people are actually in a position that small housing suits them and matches their FCs accumulated wealth.
Forums are the minority, that's a fact. I'm sure the housing math was done based on server/world wide stats, not just on those who frequent the forums.
Still, both sides of this is speculation, and regardless, the housing is still a large content addition.

No, it's content. The dungeons that you run through on your way to 50 currently just feel like stepping stones, not something to revisit on a maxed job. Now, with DR, they're viable content you can revisit as a maxed job. This means you max job has been given new content to explore in a viable way, a way that actually adds to your own progress AND lets you help the community.
I have no idea how you can argue this isn't content or a GOOD thing.
A large amount of gameplay reblancing for the good of the game is a good thing. It is part of the content.
I have no idea why you're being so pedantic about it in an effort to put it down as a negative, but it feels like you have an agenda here...
It is staggering to me.
Right now, I log in and myth cap by running a single dungeon.
Then I go spam my profession/crafts for a while.
I might help my FC run Titan, or Coil.
Tat's pretty much it.
With 2.1 I'll be able to:
Daily quest
Daily treasure hunt
Farm/cfrat
Run end game dungeons
Run HM dungeons
Try my hand at Extreme primals and new trials
Explore the Crystal Tower
Hit Coil
Then, when I've capped my myth, or I'm feeling like I've done all I want with pve for the day, I can have a go at PvP.
To me, that's a lot of new content. I now have much more variety to a day spent in ARR, and that to me is a very good thing.

You have very clearly made up your mind, and have a negative agenda.
Then you're being very silly and pedantic with your definition of "new".
DF makes old content that wasn't viable for progression of your max job, as content that is now viable for progression of that job. IE: tome acquisition. This means you have dozens of dungeons you can now use to progress while at the same time aiding those lower than you.
Is it new content in an absolute way? No.
Is it new content for level 50 job progression? Yes.
No, I simply offered the idea that most people don't consider the OP#s way of thinking as correct, therefore hinting he was an outlier of sorts, or inexperienced, or perhaps just sharing a minority opinion.
There are lots of reasons why many might consider this the best patch ever, and they're very easy to figure out.

It's a niche game, that's something even the devs admit and even revel in.
And yes, please do list more examples with proof, because for a content patch that isn't a paid for expansion we are getting a lot here, and your claim that it's small in comparison to the average is just not true.

Fact of the matter is, nowhere did I try to claim the new stuffs are not good, I've flat out said they are, my point this entire time has been that it is neither "the best evar" nor "staggering" by MMO standards.

There are a lot of tiny quality of life changes in 2.1 that I absolutely love. A LOT. Too many to name. Stuff like options to fix my camera distance, the sort button, auto-skipping cut scenes, just a dozen little things that will make playing... nicer.
Sadly, I have to take that along with my primary class getting nerfed and leve exp getting nerfed for the crafting classes I was finally about to start raising with that shiny new sort button to help with the dreadful inventory management. Meanwhile, I don't even care about any of the new supposed "content" (Don't care about housing, hate pvp, loot lockout on CT, computer too slow to do EM Primals). So I'll spend the next 3-6 months doing beastman dailies and weeping quietly that I didn't get my crafts power leveled before December.
Not that I'm going to "ragequit and take 500 of my friends with me" but when the two best things about such a long-anticipated patch are a sort button that should have already been there and a myth cap increase, you sure won't catch me dancing in the streets.
