Speaking only about "Graphics"
Going ps3 - to PC is a Huge improvement
In ps3 you play 24 - 30 FPS and resolution of 720p having horrible variations of frames. With a Medium Graphic settings.
The ps4 version could be a decent improvement for price/perfomance 399 dolars for play 1080p - 60 FPS

High Texture Qualify.
High Shadow Qualify
Low Tesselation
High Effects in the water or Reflections
Some FPS variations in crowed areas 40 - 60 Frames.
Good PC - Intel i5 Cpu OC 4.5 ghz, 16 gb ram, GTX770 or R9 280X.= $800+ Expensive but this in my opinion will beat ps4 graphics for a Lot using dx11 upgrade.
Good PC 1080p - 60 FPS.

High Tesselation

Gaming PC - Intel i7 cpu OC 4.5 + ghz, 24 - 32 gb ram, gtx780 or R9 290X = $1000 Single card $ 1500 + Sli/CF. This system is for the people enjoy gaming outstanding qualify.
Gaming PC 1400p/1600p or Multiple Monitors using SLI/CF this resolutions have almost the Double of pixels 1080p.

Very High Shadow qualify - Ultra In Sli/CF
Very High tesselation - Ultra in Sli/CF
Ultra Effects
50 - 60 FPS - 100 + SlI/CF
For me the only Noticeable effect in DX11 is the "Tesselation" this is a gamer changer experiencie. Having Zero/Low tesselation vs High/Ultra the diference is Huge.
The Teraflops and Memory Bandwidth of ps4, is not enough for handle high tesselation lvs, maybe in 30 FPS can handle "medium" but Never High/Very High/Ultra levels.
In conclusion. Even on ps4 you cant compete in Graphics/Smooth FPS Gaming exp vs PC. Say in PS3 the game Feels Smoother than a Pc Is silly ^^.
