While yes Flare can put out the big numbers, BLM has to build up to it, WHM's can spam Holy like crazy and in much greater succession than Flare which can build up quite a bit of damage even if the initial numbers don't look as impressive, the side effect of stun is just a bonus to it if you had a WHM DPSing. You'd be surprised just how effective it is in a WP speedrun if you got a well equipped WHM DPSing in Clerics Stance spamming Holy in AoE scenarios, of course it won't be quite as effective now but most people never garnered WHM to be to begin with.
