We all know humans makes mistakes. Maybe it was not a NA devlopper who made the notes and his mother languages was not english like mine?

But still I never seen so many mistakes in patch notes ever, not even in WoW, FF11 or any other games

Of course this is a big Fail.... We are talking of Square Enix not an unknown publisher.
