Duty Finder timer until allowed to reque keeps resetting

I left an Ampador Keep Duty Finder party 20-30mins in, as we were just wiping constantly, I was given the 15minute wait timer until I could access Duty Finder again. I spent 13 minutes in Uldah near the adventurer's guild and decided to move to the next zone to check the market boards. When I zoned into the new area the duty finder wait timer reset from 2 minutes back to 14minutes and I had to wait another 14 minutes for it to finally allow me to queue for a dungeon again.

Now again,a few days later, I had to leave a party mid-run and I experience the EXACT same issue. The timer started @ 15minutes, I sat in the zone for 3 minutes then chnaged areas. After zoning into the new area the timer had reset to 15 minutes again. Why is the 15m wait timer resetting upon zoning?
I'm assuming this a bug so I'm posting it here.

Update: Okay so right after my timer ENDED I switched jobs, and teleported to Uldah from North Shroud. Upon entering Uldah, My timer which was 0m to reque had bumped up to 8minutes again.

Update #2 I tested this by running from Uldah - Steps of Thal with Timer @ 4minutes to Uldah - Steps of nald. When I zoned in my timer was now 5minutes. Screenshots to show this.

I just screenshotted this whole thing AGAIN.. It was @ 1minute. Then it was good to go, I zone and its back to 5min wait time. Screenshots below.




So I have now waited about 30 minutes now for a timer that should have been 15minutes. Notice the clock at the top right corner if you dont believe me... 2:17pm JST and then 2:18pm JST...

I don't have screenshots to prove it but the same thing happened to me once, in case that helps. Never happened again though.

This is the second or third time this has happened to me in a few weeks. I don't drop DF parties often unless people are belligerent, so it might be happening more than I know. But I can recreate the issue EVERY time I zone after leaving a DF party mid-run and take the 15min debuff. (Or should I say 15min plus...)
