I get the feeling that they simply are unwilling to do that because they want a) specific sets of players to lose their gil, b) not destroy their server infrastructure with excessive housing instances and c) for the prices to actually go down and for people to play the auction game
This basically. The current setup will cause the filthy rich (as in dubiously, probably bought from RMT, rich) to buy immediately and waste all that gil they have. Whilst it may look like this system is punishing the poorer players it is actually punishing the richer ones by having them spend MUCH more on something everyone else will get much cheaper a little later on.
