An entire FC should be able to muster up that much gil if they work toward it. Even small FCs, as I know individual crafters who have enough gil. If they wanted everyone to have a house, and it to be easily available, then they'd just automatically give everyone houses.
That depends on the size of the FC and the abilities of it's members. Ours is quite small.
Most individual crafters I know have tens of millions of gil just by themselves. Housing is supposed to be a prestige thing, at least in the beginning. Again, if every FC was supposed to have a house with no work or effort, then they'd just give every FC a free house.
Certainly don't expect a free house, but not every player on a legacy server is a legacy player. For the richest FCs 8 million will be nothing to them anyway, but the rest of us will not be able to enjoy the fun at all.

As far as poor FCs, housing prices will drop every several hours. The prices start high so that those who've saved and worked in anticipation of getting a nice house, or very large FCs that pool resources from all their members, get first pick.
You say you don't want instant free gratification, but that's what it seems like: You can't get the house you want on day one without ever having to work toward it, and so you're crying about it and calling it unfair.

4 million in the cheapest world. Keep in mind there are 5 tiers with legacy being the most expensive at 8m. So depending on what server you are it goes from 4 to 8 million.
funny thing is though they want everyone to have a house the reason why it's so expensive is they have no gil sinks so whats better then telling everyone hey only the richest can buy a house have them splat all their money in one go then lower the price so everyone else can.
i say don't worry we will all get our houses we just need to let the people with money throw it in the gutter first so yoshi can go hey look there is alot less cash now~
