Missing Leve from Ul'dah.

So I am a level 40 weaver, and I know there is a leve quest in Ul'dah that Eustace hands out called "By the Seat of the pants" at level 30. This an ingenuity one where you trade in a pair of Linen Chausses for flax/lightning shard/ or a Moth Eaten Coatee. But the leve is not showing up. I have done up to my level 35 quest for the weaver skill, still not there, although it is suppose to be unlocked by level requirment, in which the level requirement is level 30. What is going on?

NPC:
Eustace (Ul'dah Levemate)

Problem:
Leve (By the Seat of the pants) lvl. 30 Weaver leve quest does not appear in the list of available leves from Eustace.

Steps taken:
1. Leveling to 40.
2. Completing Weaver class missions.
3. Completing other level 30 weaver missions to see if it pops up.
4. Tried to search and see if someone else has had the problem.
5. Beat the main story.
