Square has never seen any demand for soundtracks for their games here when compared to Japan, it's the same for all rpgs really. Good orchestrated music is a thing of the past really for the US when it comes to games and they can see it when literally EVERY SINGLE best music game award will go to either rock or rap based music. It really says something when people vote for rock or rap over something that actually had some heart put into it, but that's how it is with so many people liking the fps/action genre over everything else.
Much as I hate to say it and I'm sure you know about them to(with the legal comment), if you want your jrpg soundtracks the only real way other than paying $50-60 on ebay for a real version of them is to go online and download them. There is literally no other way to get most jrpg music when no publisher brings their soundtracks out here, it's either help a random dude on ebay and buy their overpriced version which doesn't help the company at all, or torrent/dl the file for them which again doesn't help the company(and is lacking in the legal department, even though they won't do anything).

Along with all the OSTs for every single game they've ever released and their re-makes and their orchestrations and their remixes.
They take their music VERY seriously, and always produce an OST. FFXIV:ARR's is planned before and or after 2.2's release.
Another cheap alternative is buying a bootleg. I used to work in a shop where most of our J-pop/rock, anime and game OSTs were bootleg. A steal at 20-30 USD but you get what you pay for... the inserts and disc art were poorly printed and sound quality was less than stellar compared to the originals.
One could buy it "legit" but they'd have to use a service like Tenso to import it and the cost is comparable to ebay. Too much trouble to jump through hoops when you can just pirate it or buy a knockoff at a fraction of the price.
Thing is though the OP was asking for a legal way, bootlegs don't help the company make money and the person making them illegally uses Squares assets to make money for themselves with a cheap knockoff(no one goes after these people though because they know they can't be stopped and it's a waste of money trying).Another cheap alternative is buying a bootleg.
