15% is the HQ rate cap, so yes 45% is as high as you can push it except for Brunt Force/Deep Vigor.
Add 5% fortune on nodes where you need so much Perception, now you have a 50/50 chance.
It seems like perception is a wasted stat, and should do something to affect HQ
I have never seen less than 15%. I didn't even know that was possible. My DoH are always ahead of my DoL, so I've always had the best available HQ gathering gear. I just wish that actually did something for me.
Once you get to lvl 40+ nodes, you'll start to see HQ percentages less than 15, even with the best HQ DoL gear, unless you're melding perception materia into your gear.
I have all HQ gear, and gethering materia is really easy to cap... so yeah, sometimes I meld perception materia since they don't sell for much.
Some nodes require a perception amount to get a bonus for the gathering attempts (higher level nodes = higher perception requirement for something like +10% gathering sometimes). Sure, everyone likes getting lots of HQ hits, but the trade off of better HQ rates is that the market gets flooded with HQ only mats and HQ crafted items, as they become too easy to obtain. NQ items and mats get pushed off the list and/or become completely unsellable except to NPCs. A cap is better in the grand scheme.
The whole process is spamming buttons. Using your GP 100 at a time on unearth or leaf turn, you will get around 5:1 NQ to HQ.
Want a stack of HQ? Spam nodes until you have 500 NQ, you will get 100 HQ. Keep the NQ, vendor it, discard it, do whatever.
That might sound kind of dreary but that's what it boils down to.
