Final rank, Second Serpent Lieutenant?

Simple question,

Is Second Serpent Lieutenant the current highest attainable rank in the Order of the Twin Adder? The NPC says I can't be promoted anymore, but I see three greyed-out categories of ranks with green insignias whenever I go to the quartermaster.

Is that just placeholder for future content? Or is there an endgame quest somewhere that lets me open up higher ranks?

I don't think so, as the previous ranks were also tied to level (since they required dungeon runs to unlock). We also had to kill the highest level mobs for the last rank, so there's really nothing else left to kill. I assume we will see more ranks unlock when we get our first level cap increase.
