Questing with a friend of a different race

I have been doing some quests in Uldah and I am an elf. Now I am level 13 and have none left but my friend that is human can keep going. Can we not quest together? Do I have to do my main quest in Gridania?

Race has nothing to do with it. There are no race-specific quests. The class you pick at character creation determines your starting city, and your starting city determines your man scenario quests (the ones with the flaming meteor-shaped icon) up to level 15(ish). Once you get the quests to take the airship to the other cities and work your way into the first dungeon, the three quest lines converge.

The vast majority of quests are unlocked via the main questline, and occur in the area around where the main quest is that unlocks them. Because of the latter fact, there are quite a number of quests up until about level 15 (where all the main scenarios merge) that are EXCLUSIVE to one nation. Namely, most quests in the starter zone just outside town.

Sounds like you started in Gridania and migrated, probably by foot, to Ul'dah so you could play with your friend.

As the others have said, there are quests in each nation that are only available to people from that nation. They are mostly low level quests, up to about 15. If he were to trek back to Gridania with you, he would find there are quests available to you but not him.

What you should do is head back to Gridania and catch up on the nation, class and story quests there. Then you can meet up with your friend again. At level 15-ish you'll get sent back to Ul'dah anyway in the story.
