Main Story Airship dock issue

In the main storyline after you kill the huge spriggan to get the corrupted crystal, you return to gridania and talk to Cid on the Ariship docks.

I turn the quest in at level 43, the next quest doesn't pick up till level 44. i left the dock to finish the level off. But now i cant return to Cid to pick up the quest, because the docks are inaccessible. there is no NPC option to get onto the docks to talk to Cid again.

I talked to the Airship Ticketmaster. They have an option to continue the quest, even tho there is no icon above their head.

I tried that, the only options for me is go to Ul'dah, or go to Limsa lominsa, or nothing
