Isn't the body armor bought with Odin's Mantles; Herklaedi, supposed to have a cape?
In the .dat files of the armor models, there is a cape with every racial version of the armor.

To be clearer on that statement: Whomever is credited with the "killshot" on the most recent Odin is the model the next Odin pop is based on, further signified by the name of the player under Odin's name. Odin can be a Lalafell, a Roegadyn, Hyur, etc.
The actual piece you purchase is lacking the mantle, aka the cape.
Also to note from a technical standpoint, Square Enix prefer for characters to have rigging based physics, in that free-flowing capes (I.E Lightning/Odin) are easier to manage on NPCS than players.
The best way to demonstrate this is to put on a robe and turn off the optional physics, you'll notice that the robe is 'rigged' just like the rest of the robe to move with your characters body, essentially the additional physics you see are based on this rigging, meaning there would be no realistic way to rig the cape to the character whilst maintaining a 'flowing' movement.
The Lightning (Female) outfit and the Infantry Body from Brayflox Longstop have the same issue.
Whether this was a technical constraint on efficiency or just easier on design, I really can't say.

Dude when I first saw that armor I wanted it because of the cape and I saw screenshots of people wearing it with the cape, and to my sadness I found out there wasn't one with it which makes me so mad. They can make robes that have the same graphical strain and physics engine that a cape would have but don't do it. It's cool, playing ff1-5 my favorite classes all had capes which made me love them, But we don't get that and mages get their robes. LAAAAAME
