Highbridge Prelude Counter

When the Attack on Highbridge: Prelude FATE comes up, there are a number of Brass Blades around that I assume you're not supposed to let die. There is a counter under the FATE description that seems to indicate this, but when the FATE first starts, the counter is at 1/1, and then drops to 0/1, and then goes to 255.
