no, look at the patch notes, all of this stuff was not developed before the game came out, we re talking JP release here. They had numerous issues, reworks and rebalances that wouldnt have been needed if the game was already developed, such as adding magic bursts, the addition of Dlevel to all damage and accuracy equations, addition of mining. I dont know why i provide hard evidence, and people are going off supposition, and what they heard, or thought, look at the patch notes, it outlines all the foul ups, changes, tweaks, additions etc that happened in the life of ffxi.

once again look at the notes, pre rotz, they added 5 jobs 3 level cap increases, new zones, and 2 tiers of missions. 15 levels of skills and spells, even with the new job additions and changes the game will not come close to pre rotz changes
AND rotz came out 11 months after the game was released, within 1 year they did massive amounts of fixes, added vanilla content, AND worked on a new LARGE expansion.

there is simply not enough progress for the amount of time, even if they deliver every single thing on that list after a full year of work.

I am not saying they suck or they are bastards im saying ok, now we can look at the 1 year plan, and see that they are currently falling way behind where they should be in a years time. They need to look to increase productivity, i cant think of a single game mmo or not that could show so little actual development in a years time.

24 basic NMs
2 dungeons(or types)
7 job specializations
auto attack
rebalancing of job skills.
marketward search feature

thats it for 1 year of development, the list of ffxi can fill multiple pages, look at the list of guild wars 1 numerous class balances, new items and zones and a whole new expansion. aion went from 1.5 to 2.0. AOC, Warhammer.

the worst part is the game didnt even start with a lot, its not like they had a strong base content wise or a complete game, it was full of bugs, basic problems, over sights and a tremendous lack of content.

right now the development team is failing to produce development at a pace on par with thier past selves, and their current competitors, this is a serious problem.
