Make materia inlaying a NPC action, not a crafter action

This isn't real life. Again, that crafters tend to petition it to be is an inherent problem with the people who play crafting jobs. It sucks, but the kinds of people who play on Wal Street have inherently different perspectives on what people who do should be entitled to, and that perspective usually does not match what the rest of the world thinks they're entitled to.

Gatherers should not be in the coal mining SES. Did you just say that's how it's supposed to be, in a videogame? Sounds like it.

Gatherers should be designed so that townie crafters are common McDonalds managers without their direct assistance, and that only crafters with direct lines to top gatherers should be significant.

But that's not how it works now.
