There is this to consider as well. I was leveling Bard this weekend and you can't apply any debuffs on the mob if it doesn't do damage. I'm guessing if your spells are doing 0 damage it's plausible that you wouldn't gain any beneficial buffs as well.

Same for monk. You can't change stances if your doing 0 Damage, so you basically stuck mashing the same attack until the stoneskin finally breaks. Its working by design, but I'm not sure if its well designed or not
