Because that would very much encourage class stacking and/or very specific group comps. You fail to realize that different LBs would have to function differently and do different amounts of damage and have secondary traits. If MNK has the best single target DPS LB then every party will have a MNK and give the middle finger to DRGs, RDMs, BLMs or other DPS.Why doesnt each class get their own limit break effect?
The current system's emphasis on role ensures you have that particular role covered while also allowing for variety in parties. It's one less thing that may give parties the excuse to stack classes or exclude certain jobs, and that's always a good thing.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.

Why do they have to do that? Why can't they just have cool-different animations? Give SMN an AoE the same size and damage as Meteor, just, ya know, with summoning-skills? Give DRG a non-punching single-target LB with the same dmg potential? You ask your summoner to LB.
As soon as the summoner clicks his LB, the BGM changes to the most high pitched J-rock you ever heard, then the view zooms out for everyone in the party, all the way to show the planet we're on. At this point there's a voice-over shouting "HYAAAH!" while 5 burning suns merge in a HUGE explosion that forms a gigantic robot dragon with blue thruster rockets. The dragon stretches and screams, then transforms its head into a Gundam style laser cannon that charges up and fires at the LB target. The beam is wider than the planet and fires off missiles that circle the main laser. When the beam hits, the impact zone becomes an anti matter globe that inverts and tears the entire universe apart. Finally there's a sequence of mysterious laser grids on screen for a few minutes.
The LB deals 1300 damage and combat resumes.
