...Really? I don't even know what makes Kefka so special. He didn't destroy the planet, he just rearranged the continents.

Technically Kefka beat Caius to 'FF villain who succeeded in his plans' years ago, and didn't need some stupid shtick about 'having the heart of Chaos' or some rubbish. Kefka was evil for evil's sake, destroyed his world halfway through, scattered the pesky heroes and ruled like a God for over a year. Greatest villan ever.
