Tab targetting

This seems buggy to me or perhaps I dont understand the way it works.

A number of times I have been in a fight where I tab to target the nearest mob and I auto target a mob even out of cast range... cycle through 3-4 mobs just to find the nearest one...

How is auto targeting supposed to work?
