If a casual player can't play enough to run CT enough to get a piece (because they are casual players and have important real-life things to do (not saying hardcore don't) and a piece they want hardly ever drops), then that player is forever 1 week behind every player in the game that did get a piece that week. They can never catch back up. A hardcore player, on the other hand, would run the dungeons constantly until they got the piece they wanted.
Therefore, the loot lock-out affects casual players more than it does hardcore players.
