LotrO tried a similar system with its legendary weapons system.
Well the first implementation was kind of legendary with some flaws but got pretty quick eaten by the community and its whishes. Not to grind so much, not being able to choose the boosts, RNG and so on.
They even considered to widen it to the gear itself. Got axed because of the costs.
In my oppinion the less arcaic system would be a system with vanity gear and a kind of skill system where you are getting better by using a tool/weapon/gear.
Reintroducing of significant decisions could/should be one way to get rid of the "mainstream". (And we had it with 1.0 by some point)
