I believe banning an account isn't the same as deleting. I've deleted a lot of the older RMTs on my list and haven't heard from them even once.
I see <Deleted> or something similar on my blist when the accounts are banned, and I have to manually remove them from the list.
Can't you delete your own list of people black listed? I did and I can comfortably go into any major city with no shout spam. The random gibberish names i get for /tell ad's I know were most likely created that day and will be deleted and remade within 24 hours. I'm pretty sure with all these waves of deletions and how well they have cleaned things up that you can remove the spammers you had three months ago.
Screenshot your blist, delete them all, and then please let me know how many shouts or tells you get from your old blist. Please do that and please prove me wrong.
Those are actually characters on hacked accounts that were deleted and not RMT-base Accounts most likely. Banning an account does not delete the log-in information... SE is doing a fine job on RMT management for the most part... Only way to actually permanently end RMT is if SE sold Gil via Mog-station, and then you'd have RMTs undercutting it anyways.
Its been a lot better recently, though there was a flood of RMT tells again on the 29th after the 28ths mass ban >.<
You have to remove the names yourself. SE doesn't do it. And only the account holder can delete the character (that is why, sometimes, you will see a "Deleted" on your list of blacklisted names").
Out of all the names on my blacklist, only one of them is NOT an RMT. They will stay on my blacklist 5ever.
I LIKE the fence. I get 2 groups to laugh at then.
I don't have anyone on my blist and in the past month I probably gotten like 1 tell a day.
SE tends to clean house once a month and they announce how many were found and banned on the launcher. So please keep reading and look forward to the end of the month.
