You can't be banned for leaving a party you don't want to be in. Anyone who talks like that is just trying to intimidate you. Your gameplay is being disrupted just as much being in a party you don't like as theirs is by your leaving.

If you were leaving to Grief them (ie: you left because you were trying to speed run via DF, and got a party that wasn't Speed Run Applicable (DRGx2, DRG+MNK, MNKx2, etc)) then yes, you could be reported for Harassment and Preventing player progression.
But in your example you were the one being Griefed. You had the right to leave the party (taking 15 minute Penalty). You also had the right to report the person griefing you for harassment, if you feel it bordered on that. However, if they go over the log and find you had reported falsely (or reported falsely) they can take the reporter and bring them to GM Jail where they can 'sit them down' and discuss with them the error in reporting (especially if they have shown a tendency of false reports).
However, he is accurate that purposeful idling in a dungeon is a Violation of the Terms of Use as it is considered an attempt to hinder player progression. In your situation, you should have just left instead of saying you would idle.

I had a situation I posted on the forums (last week) where I ended up having to tank the Tonberry King because the Tank pulled the immature Idling. The fact of the thread (before it became derailed into a discussion on BLM Rotations) was that people were telling me I should have reported him for hampering player progression (which they said was against ToU).I'm curious where you're getting your definition of what's reportable and against tos or if you're just making it up based on your opinion. If it was against the TOS (Think this through for just a minute) there wouldn't be a button in the Duty Finder that says "Leave".
Seems to me that you met a player who has power issues. They were trying to trap you into a party where they get to mouth off at you, while trying to control your options to leave. Ignore them and put them on /blist. I wish/hope that SE would do something about people who can be seen to be abusing the report system, though I doubt they would've actually reported you (they may have done but it would be a waste of GM time).

There was a thread about people idling in CM to get free tomes where a moderator replied that they could do nothing about this, as it was the players right to play how they wanted. So no you cannot get banned for leaving a group.
