Wouldn't it solve nearly every problem with coil? You get the loot you actually want. You can go back to previous turns and help friends, which means you don't even need statics anymore. You can spend more time actually doing stuff in the game when you're actually farming for specific pieces of gear. And on top of all of that, you're still limited to 8 drops a week per party so the gate is still there, just much more bearable.
In that case you could get a bizarre scenario where people just do turn 1 and only turn 1 until everyone got everything they need, and then repeat this for the next turn. You would get as much loot as someone who can clear it all since you're limited to 8 total drops per week for a fixed 8 people. I don't know if this is some kind of crime to MMORPG kind, but it sure would be weird if the best way to gear up involves doing turn 1 about 30 times before even attempting turn 2. Yes, in theory when you start farming turn 2 you'd have to do turn 1 without getting loot from it, but I'm assuming if you farmed turn 1 30 times before moving on you ought to be able to breeze through it.
